What VIC planning zone does a drug and alcohol rehabilitation and education facility fall into? It doesn't, it's an 'undefined use"

We have asked VIC Planning & Building Systems, Department of Transport, Planning and Local Infrastructure the following question:
Q: I would like to know what planning zone a drug and alcohol rehabilitation and education facility would fall into?
Their email answer by a senior planner received today:
A: I've been forwarded an email from you asking what planning zone a drug and alcohol rehabilitation and education facility would fall into. A drug and alcohol and rehabilitation and education centre is an "undefined use" in the Victorian planning system. This means that there is no zone in which such a centre is prohibited or allowed as-of-right. In general, if a person wants to establish such a centre in Victoria, they will need to demonstrate to the local council why the centre is appropriate for the proposed location, no matter what the zoning is, taking into account the policies and provisions in the local planning scheme.
